Who Must Integrate in the Netherlands? Inburgeringsplicht Explained

You usually must integrate in the Netherlands if you are a newcomer from outside the EU, EEA, or Switzerland, you are 18 or older but not yet at AOW pension age, and you come for a long-term stay. The safest answer is always the one in your DUO letter or Mijn Inburgering, because your nationality, residence purpose, age, education history, and applicable law all matter.
Direct Answer: Who Has an Inburgeringsplicht?
The inburgeringsplicht is the Dutch civic integration obligation. In general, it applies to non-EU/EEA/Swiss newcomers who live in the Netherlands long term and are between 18 and AOW pension age. It usually does not apply to EU/EEA/Swiss citizens, people under 18, people past pension age, people who come temporarily for study or work, and people who already meet certain Dutch education or diploma conditions. How DUO Starts the Obligation
DUO does not expect most newcomers to declare themselves inburgeringsplichtig. Under the official process, DUO sends a letter after you have a burgerservicenummer (BSN), a residence permit, and registration with the municipality. DUO says it can still take up to 8 weeks after those three things are arranged.
If you fall under Wet inburgering 2021, the first DUO letter is followed by the municipality process. The municipality invites you for the brede intake (broad intake) and the Leerbaarheidstoets (LBT), then sets the persoonlijk plan inburgering en participatie (PIP). Your PIP says which learning route you follow and which exams or modules you must complete. After the PIP is set, DUO sends another letter with the official start date.
If you fall under Wet inburgering 2013, the DUO letter usually says from which date you must integrate. You then check Mijn Inburgering for the exact exam parts that apply to you.
Wet 2021 or Wet 2013?
The law matters because it changes who guides you and which route you follow. People who became inburgeringsplichtig from 1 January 2022 normally fall under Wet inburgering 2021. People who were already obligated before that date may still be under Wet inburgering 2013.
- Wet 2021: the municipality guides you through the B1-route, onderwijsroute, or Z-route. Your PIP and Mijn Inburgering show your exact obligations.
- B1-route: you work toward B1 Dutch and knowledge exams. If B1 is not realistic after enough course hours, the municipality may discuss scaling down to A2.
- Onderwijsroute: mainly for people preparing for mbo, hbo, or university, with Dutch at B1 or B2 plus knowledge parts.
- Z-route: for people for whom the B1-route or onderwijsroute is too difficult. It focuses on self-reliance, participation, and often A1 Dutch, with a closing interview at the municipality.
- Wet 2013: you usually organise your own course or self-study and complete A2 language exams plus the knowledge exams shown in Mijn Inburgering.
Who Usually Does Not Have to Integrate?
Rijksoverheid lists several common cases where integration is not mandatory: EU nationality, Liechtenstein, Norway, Iceland, Switzerland, being younger than 18, being older than pension age, living in the Netherlands for 8 years or more during compulsory school age, having certain Dutch-language education documents, or coming temporarily for study or work.
DUO also separates full non-obligation from situations where you are obligated but may need fewer exams or no exams. Examples include serious illness or disability, a Dutch diploma or a Dutch-language diploma from Belgium or Suriname, 10 years of residence with at least 5 years of work, an NT2 certificate or diploma, or bijzondere individuele omstandigheden (special individual circumstances). Those situations usually require evidence.

Voluntary or Early Integration
Voluntary integration is possible when inburgering is not mandatory but you still want or need Dutch proof, for example for naturalisation or a stronger residence permit. DUO also has a separate early-start process for people who do not yet have the obligation because they are under 18 or temporarily exempt while studying in the Netherlands.
Starting early is not just a harmless practice choice. DUO says that if you ask to start the integration obligation early, you fall under Wet inburgering 2021, you get a 3-year period, and you can be fined if you do not finish on time.
Deadline, Fines, and Extra Time
The normal integration period is 3 years. If you do not finish on time and have no extension, DUO can impose a fine. As of the May 2026 source check, DUO states that the Wet 2021 fine for not completing the learning route on time is never more than EUR 1,000, and separate PVT or MAP fines are EUR 340. Under Wet 2013, the fine for not getting the inburgering diploma on time is never higher than EUR 1,250, and a late PVT fine is EUR 340.
A fine does not remove the obligation. DUO can give extra time after a fine, and extra time may also be possible for reasons such as illness, education, family circumstances, homelessness, literacy courses, or school problems.
