What does the negative mean?
Negative dienen niet te is ordinary official Dutch and normally tells someone not to do something: U dient deze bijlage niet mee te sturen (You must not send this attachment). Do not automatically replace it with hoeft niet te, which removes necessity: U hoeft deze bijlage niet mee te sturen means that sending it is not required.
