Opening a Dutch bank account: how to do it, including before your BSN arrives

Landlords, employers and iDEAL all expect a Dutch IBAN, and the BSN most banks ask for can take weeks. Two banks let you open first and supply the BSN within 90 days — here is how, what you need, and why a Dutch IBAN still matters even though an EU account is legally allowed.

A Dutch bank account is one of the first things you reach for after arriving — a landlord wants a Dutch IBAN for the rent, an employer for your salary, and iDEAL, the payment method most Dutch webshops use, runs through your own bank. The catch is that most banks ask for your BSN (citizen service number), and that can take weeks to come through after you register. The way around it is that a couple of banks let you open the account first and hand over your BSN within 90 days. This guide leads with that route, then covers what you need in general and why a Dutch IBAN specifically still matters even though an EU account is, on paper, allowed.

Can I open a Dutch bank account without a BSN?

Yes, with some banks. bunq lets you open a Dutch account in minutes with just a valid ID and your phone and states "No BSN? No problem" — you provide the BSN within 90 days. ABN AMRO also lets you start without a BSN as long as you are registered at a Dutch address, and likewise wants the number within 90 days of opening. Most other banks ask for the BSN up front, so if you need an account before yours arrives, these are the two to look at first. What every bank needs is a valid identity document, and for a normal current account a Dutch registration address; a phone is enough to do the whole thing from the app without visiting a branch.

Opening before your BSN arrives

The BSN wait is the usual reason a bank account stalls, so the banks that let you defer it solve the exact problem newcomers hit. Two that publish this policy on their own pages, checked for this guide:

  • bunq — a Dutch bank you open from the app in about five minutes with a valid physical ID document (EU driving licence, ID card, residence permit or passport; photocopies and scans are not accepted) and your phone. Its expat page is explicit: "No BSN? No problem. Start banking right away and provide it within 90 days."
  • ABN AMRO — one of the large traditional banks. Its "open a bank account" page carries a "Start without BSN" option: to open a personal account you need to be registered at a Dutch address, and "you must provide us with your BSN within 90 days after opening your account."

Policies differ per bank — and change

Bank onboarding rules for newcomers change often, and each bank sets its own. The two above are the ones whose current BSN-later policy we could confirm on their live pages in July 2026; other banks may allow it too, but check the bank's own account-opening page rather than trusting a general list, because the terms and the 90-day-style deadlines vary. If a policy has changed since this guide's source-check month, the bank's page is the authority.

What you need to open an account

For a standard current account the ingredients are consistent across banks: a valid identity document, a Dutch registration address, usually a phone to run the app-based sign-up, and — either up front or within a deadline — your BSN. The address requirement is the one that trips people who are still between homes: it ties opening an account to having registered at the gemeente (municipality), which is another reason registration is the first arrival step. If you have a passport from outside the EU/EEA, some banks want to see proof of your Dutch residence before the account is fully usable, so factor that in if you are on a residence permit.

Why a Dutch IBAN, when an EU account is allowed

Legally, you should not need a Dutch IBAN at all. Under the EU's SEPA rules a euro account from any member state must be accepted for transfers and direct debits, and refusing a valid non-domestic IBAN — "IBAN discrimination" — is against the SEPA Regulation. In practice, though, Dutch organisations still refuse non-NL IBANs on their web forms, or an employer's payroll system will not take one, and challenging it means a complaint rather than a same-day fix.

There is also one thing an EU account often genuinely cannot do: iDEAL. iDEAL lets you pay "via your own bank," but only if your bank is one of its participating issuers — overwhelmingly the Dutch banks — and a large share of Dutch webshops, government payments and charities expect it. So while a foreign euro account should work for salary and rent and sometimes does, a Dutch IBAN removes the friction: it is accepted everywhere, it works with iDEAL, and it handles the automatic incasso (direct debit) that Dutch utilities and subscriptions run on. For most people the pragmatic answer is to open a Dutch account rather than fight each form that rejects a foreign one.

Common problems newcomers hit

You have no registration address yet

Because a normal current account needs a Dutch registration address, people who arrive before they have somewhere to register get stuck at the same point as their gemeente registration. There is no bank trick around a missing address — the fix is the address itself, which for people with no home can mean registering under a briefadres (correspondence address). That route, and what to do when a landlord will not let you register, is covered in the BSN and gemeente registration guide.

Choosing an account on a normal income

Marketing aimed at newcomers tends to assume a relocation package; most people are choosing a plain current account they can afford. The essentials to compare are the monthly account fee, whether the app and customer service work in English, whether it gives a real Dutch IBAN (so iDEAL and direct debits work), and how it handles the BSN if yours has not arrived. A basic Dutch current account with iDEAL and a debit card covers everyday life; you do not need a premium package to rent, get paid, or pay your bills. Where the bank account sits in the wider arrival order — after registration and alongside health insurance — is laid out in the first 90 days checklist.
