Childcare in the Netherlands: the four care types, what kinderopvangtoeslag pays back in 2026, and the 3-month application window
Formal childcare in the Netherlands costs serious money up front, and kinderopvangtoeslag pays a large share back. Not only to working parents: studying, a route-to-work programme and a mandatory inburgering course count too. In 2026 the highest reimbursement is 96%, and there is no income cap that ends the right. Formal childcare in the Netherlands is expensive, and you pay the provider first. Kinderopvangtoeslag (childcare benefit) then pays a large share back, month by month. The benefit is not only for working parents. Parents who study, follow a traject naar werk (route-to-work programme) or follow a mandatory inburgering (civic integration) course qualify too. Dienst Toeslagen, the benefits service of the tax administration, pays it. Two rules decide everything. The childcare must be listed in the national childcare register, the LRK. And you must apply within 3 months of the start. This guide covers the four care types, the 2026 rates and percentages, the conditions, the application, and the mistakes that end in repayment bills. How does kinderopvangtoeslag work?
Formal childcare has four forms: dagopvang (day care) for children not yet at primary school, buitenschoolse opvang (BSO, care around school hours), gastouderopvang (childminder care) and peuteropvang (playgroup hours). Providers set their own prices. Kinderopvangtoeslag pays back a percentage of the costs up to a maximum hourly rate. In 2026: €11.23 for day care, €9.98 for BSO and €8.49 for a childminder. Joint incomes up to €56,412 get 96% back. Higher incomes get less, but the right never ends completely. You and your partner must both work, study, or follow a route-to-work programme or inburgering course, and the care must be registered in the LRK. Apply via Mijn Toeslagen within 3 months after the first childcare month.
The four types of formal childcare
Only formal childcare can give a right to kinderopvangtoeslag. Rijksoverheid describes the forms. Day-care centres offer dagopvang, BSO and peuteropvang. Dagopvang and BSO are also available through a gastouder (childminder).

Two kinds of care never give a right to the toeslag. Tussenschoolse opvang (lunch-break care at school) is excluded, even when a registered organisation runs it. Care by family or friends is excluded too, unless that person works as a registered gastouder. School itself is not childcare; the Dutch school system guide covers school for newcomer children, and BSO only covers the hours around it.
What childcare costs and what the toeslag pays back in 2026
Providers set their own hourly prices. There is no legal maximum price. The toeslag instead works with a maximum hourly rate per care type: €11.23 for day care, €9.98 for BSO and €8.49 for childminder care in 2026. You get a percentage of your costs back, but only up to that rate. When a centre charges more than the maximum rate, the part above it is fully your own cost, for every hour.
The percentage depends on the joint yearly income of you and your toeslagpartner (benefit partner). In 2026, joint incomes up to €56,412 get the highest percentage: 96%. From €56,413 the percentage falls step by step. There is no income at which the right stops. At €235,698 and higher, parents still get 36.5% back for the first child and 68.2% for the other children. Two more limits apply to everyone. The toeslag counts at most 230 hours per child per month, and how many hours you work makes no difference. And you always pay a part of the costs yourself.
An example with 2026 figures. Your child goes to day care 100 hours per month, and the centre charges exactly €11.23 per hour. The bill is €1,123. With a joint income of €50,000 your percentage is 96%, so the toeslag pays back about €1,078 and your own cost is about €45 per month. Now suppose the same centre charges €12.23. The euro above the rate is not covered at all, so your own cost rises to about €145 per month. Always ask for the hourly price before you sign, and compare it with the maximum rate for that care type.
Who qualifies: the work, study and inburgering conditions
The condition that decides most cases: you and your toeslagpartner must both work or follow an approved programme. This matters for many newcomer families. A household where one parent works and the other follows the mandatory inburgering course can qualify. The full conditions:
- You have paid work. Self-employed work counts too: the point is that you earn money with your work and pay tax on it.
- Or you study, follow a traject naar werk (programme toward work, such as a reintegration programme), or follow a mandatory inburgeringscursus (civic integration course) at a certified institution. Volunteer work does not count.
- You have a signed contract with the childcare organisation, and you pay a part of the costs yourself.
- You and your child live at the same address and are both registered there at the gemeente (municipality).
- You have the nationality of an EU country, Liechtenstein, Norway, Iceland or Switzerland and the right of residence, or you have a valid residence permit that entitles you to benefits.
Your partner's situation counts as much as yours. Since 4 March 2022 the rule for a partner from a country outside the EU, Norway, Iceland, Liechtenstein or Switzerland is explicit: you can get the benefit only if both of you meet the conditions above. If you are not sure whether your programme counts, ask Dienst Toeslagen before you decide not to apply.
No right to the toeslag? The gemeente sometimes pays for peuteropvang
A family where one parent does not work, study or follow a programme has no right to kinderopvangtoeslag. For toddlers, the gemeente can sometimes help. Many gemeenten subsidise peuteropvang for a few short dagdelen per week. Children with a language or development delay can get voorschoolse educatie (VE, early-childhood education). And with a sociaal-medische indicatie (SMI, social-medical indication) from the gemeente, a child aged 0 to 12 can go to childcare a few days per week when the family situation requires it. The rules and amounts differ per gemeente, so ask your own gemeente what it offers.
Finding a place and checking the register before you sign
Start the search early. Childcare organisations have staff shortages, and some parents wait a long time for a place. In the last quarter of 2023, 15% of parents waited longer than 3 months past their preferred start date for day care, and 12% for BSO, according to Rijksoverheid figures from April 2024. The same page expected the staff shortage to stay around 6,000 workers through 2026. So put your child on the waiting list at several providers as early as you can, well before you need the place, and ask each provider how long the wait is for your child's age.
Before you sign any contract, look the provider up in the Landelijk Register Kinderopvang (LRK), the national childcare register. You only receive kinderopvangtoeslag for care that is listed in it. The gemeente and the GGD (municipal health service) approve and inspect every registered location, and the inspection reports are in the register too. Search by name or place and note the LRK number of the exact address where your child will be cared for. A provider with several locations has a separate number per address, and the toeslag application asks for the number of that address.
For a childminder, two registrations must both be right. The gastouder must be registered for the address where the care happens, and the gastouderbureau the gastouder works with must be registered as well. You never pay the gastouder directly: payment must run through the gastouderbureau. An arrangement outside the bureau costs you the whole toeslag.
Applying on Mijn Toeslagen: the 3-month window
Apply through Mijn Toeslagen with your DigiD. The portal is in Dutch only. No DigiD yet? The DigiD guide shows how to get one. Without DigiD you are not blocked: call the Tax Information Line (BelastingTelefoon) and ask for an appointment at a tax office or a benefits service point. Have your childcare contract, the LRK number and an honest estimate of the joint yearly income of you and your partner ready.
The deadline is the strictest of all toeslagen: apply within 3 months after the month in which your child first goes to the childcare. An example: your child starts on 10 September. The first childcare month is September, so you can apply until 31 December. Miss that window and the toeslag for the earliest months is gone. The safe habit is to apply in the same month the childcare starts. Before you apply, the proefberekening (trial calculation) shows your expected amount, for this benefit and the other toeslagen in one go. After approval, the money arrives every month on the 20th, or the first working day after it.
After approval: the advance system and the 4-week reporting rule
Every toeslag is an advance. Dienst Toeslagen pays during the year based on the income you estimated. After the year ends, it learns your real income and makes the final calculation. If you received too much, you must pay the difference back; a payment arrangement is often possible. With childcare the stakes are high. In the example above, the toeslag is over €1,000 per month, so an estimate that stays wrong for months creates a serious bill. This mechanism caused many families real trouble, and the protection is simple: keep your details current.
Report every change within 4 weeks through Mijn Toeslagen. For this benefit, these changes matter most:
- Your income or your partner's income changes, up or down.
- Something changes in the childcare: the hours, the hourly price, a different location, or a child stops going.
- You or your partner stop working or start working.
- You or your partner start or finish a traject, opleiding (training) or inburgeringscursus.
- Your household changes, or you leave the Netherlands.
Almost-free childcare from 2029: where the plan stands
The government is working on a new childcare system, presented as bijna gratis (almost free) childcare. The plan, as it stands in July 2026: from 1 January 2029, all working parents get 96% of the maximum hourly price reimbursed, whatever their income. The money then goes directly to the childcare organisation or the gastouderbureau. Parents pay only their own part and no longer receive advances or repayment bills. The plan is not law yet. The cabinet expected to send the bill to the Raad van State (Council of State) in the spring of 2026 and to parliament in the third quarter of 2026. Until the new system starts, everything in this guide applies unchanged.
Common problems
The provider or the gastouderbureau is not in the LRK
No registration means no toeslag, for every month the care was not registered. This goes wrong most often with childminders, because two registrations must exist: the gastouder for the care address, and the gastouderbureau. It also goes wrong with payment: pay the gastouder directly, outside the bureau, and the right to the toeslag falls away. Check the LRK before you sign, and check again when a provider moves or changes owner, because the LRK number belongs to the address.
You applied more than 3 months after the start
The 3-month window has no exceptions for being new to the system. Apply in month five and the earliest months fall outside the window; Dienst Toeslagen does not pay them. At the 96% rate, one lost day-care month can be around €1,000. If your child already goes to childcare and you have not applied yet, count back 3 months and apply today. Every month you wait now is a month lost at the other end.
Your income rose during the year and the final calculation claims money back
The percentage falls as income rises, so a raise works through your whole year. An example: you estimated a joint income of €55,000, and your monthly advance uses 96%. In the summer one of you gets a raise, and the real yearly income ends at €57,000. That income belongs at 95.5% for the first child. At the final calculation, Dienst Toeslagen recalculates the whole year with the real income and asks the difference back. The right itself does not stop at a higher income; only the percentage drops. Report the new income within 4 weeks and the advance adjusts, so the year-end bill stays small.
You stop working, or your programme ends
Losing your job does not end the toeslag at once. You keep the right for 3 months, counted from the 1st of the month after you stopped working. That gives you time to find new work while the childcare continues. After those 3 months you may still use hours you have left over from earlier in the year, until the end of the year. The rule after a programme is stricter: when your traject, opleiding or inburgeringscursus ends, there is no 3-month extension. You may only use your leftover hours until the end of the year. In both cases, report the change within 4 weeks and stop the toeslag yourself when the right ends. A toeslag that quietly keeps running becomes a repayment bill.
Your child starts school and the day-care toeslag keeps running
When your child goes to primary school, the right to day-care toeslag ends. From then on you can only get toeslag for BSO, and the BSO maximum rate is lower: €9.98 instead of €11.23. Nothing changes by itself. In Mijn Toeslagen, choose 'Wijziging doorgeven', then 'Kinderen', then 'Er verandert iets in de kinderopvang', and stop the day-care toeslag. Do this in the month of the change. The toeslag stops completely on the 1st day of the month in which your child starts secondary school.
