DigiD for newcomers: the login for every Dutch government service, how to apply with your BSN, and the 21-day activation window
Taxes, toeslagen, DUO, your gemeente and your health insurer all run on one login: DigiD. You can apply as soon as you have a BSN. The activation code arrives by letter at your registered address and expires after 21 days. Also covered: the DigiD app and the yearly ID check, applying from abroad, authorising a helper safely, and fixes for missing letters, wrong personal details and locked accounts.

DigiD is the login of the Dutch government. One account opens your taxes, your toeslagen (benefits), your gemeente (municipality), DUO, your health insurer and your pension fund. Without it, almost every official task turns into a phone call, a paper form or a desk appointment. Getting DigiD is free and normally takes less than a week: one online form, one letter with an activation code, and a 21-day window to use that code. The letter goes to the address where you are registered, which is why DigiD comes right after your BSN in the arrival order. This guide covers what DigiD unlocks, the application step by step, the DigiD app and the yearly ID check, applying from abroad, letting someone act for you safely, and the common problems: a letter that never arrives, no registered address yet, wrong personal details and a locked account.
How do I get a DigiD?
You need three things: a BSN (citizen service number), a registration address at a Dutch gemeente and a mobile phone. Fill in the application form on digid.nl and choose a username and password. A letter with an activation code then arrives at your registered address, within a maximum of 5 working days. Activate your DigiD with that code within 21 days, otherwise you must apply again. Then install the DigiD app and add your email address and phone number, so you can recover a forgotten password later. DigiD is free of charge: a website or email that asks money for it is a scam. Children from 14 apply for their own DigiD themselves.
What DigiD logs you into
DigiD works at organisations that are legally allowed to use your BSN: government organisations and organisations with a public function, such as ministries, municipalities, pension funds and health insurers. In your first years these are the logins you will use most:
- The Belastingdienst (Tax Administration): Mijn Toeslagen, the portal where you apply for all four benefits, only works with DigiD, and your income tax return also runs through it. The toeslagen overview and the income tax guide cover what to claim and file.
- Your gemeente: municipalities use DigiD for their online services.
- DUO, the Education Executive Agency: if you must do inburgering, Mijn Inburgering accepts exactly two login methods, DigiD with the SMS check or the DigiD app.
- Health insurers and pension funds: both are on the list of organisations that use DigiD for their personal portals.
- Healthcare institutions: patient portals hold extra sensitive data, and more and more of these organisations require the yearly ID check in the DigiD app. The ID check section below explains what that is.
MijnOverheid and the Berichtenbox: where government letters arrive digitally
MijnOverheid is your personal page for your dealings with the Dutch authorities. It shows which data the government has registered about you, including your entry in the population register, free of charge. Its most useful part is the Berichtenbox: a digital mailbox where government organisations deliver official letters instead of sending paper. You can use MijnOverheid from age 14 if you have a BSN and an approved login method such as DigiD.
Activate it once. Log in with DigiD, enter your email address and set your preferences. In the settings you choose which organisations may send you digital mail, for example the Belastingdienst. The IND (Immigration and Naturalisation Service) also delivers mail there: tick 'Immigratie- en Naturalisatiedienst (IND)' under 'Landelijke organisaties', and letters from closed applications, such as a decision, arrive in your Berichtenbox. Mail about an application that is still open stays in My IND.
What you need before you apply
- A BSN. No BSN means no DigiD, for anyone. Your BSN comes from registering at the gemeente; the BSN guide covers that step, including what to do when appointments are scarce.
- A registration address in the BRP (Basisregistratie Personen, the population register). The activation letter goes to the address where you are registered with your municipality. If you have no permanent home, a postal address registered at the gemeente can work; the common problems section below explains that route.
- A mobile phone, for the SMS codes.
- Children under 14 can be helped by a parent. From age 14, children need to apply for their own DigiD themselves.
Applying and activating, step by step
The application runs on the digid.nl website in a normal browser. The steps:
- Fill in the application form on digid.nl with your BSN and personal details.
- Choose a username and password and store them safely. You need both to activate the account. If you forget the password before activation, recovery is not possible and you must apply again.
- Wait for the letter. DigiD says the letter arrives within a maximum of 5 working days. How long it takes depends on the mail delivery in your region. The activation code in the letter starts with an A.
- Activate your account within 21 days, on the activation page or in the DigiD app. After 21 days the code expires and you must apply for a new DigiD.
- Directly after activation, log in to Mijn DigiD (your account page on digid.nl) and add your email address and mobile number. With both on file you can reset a forgotten password with email and SMS, instead of waiting for a recovery letter.
The DigiD app, the SMS check and the ID check
A username and password alone are the weakest login, and DigiD says many organisations will soon no longer allow them on their own. Set up one of the stronger methods straight after activation, before the first service refuses your plain login.

The DigiD app is the standard choice. You log in with a PIN of your own choice, or with your fingerprint or face, and an app that is already activated can activate the app on your next device. If you prefer not to use the app, the SMS check gives the same two-step security with a code by text message or a spoken message on a landline.
The ID check is a separate, higher step. Organisations that manage particularly privacy-sensitive data, such as healthcare portals, require a yearly ID check of your passport, driving licence or identity card in the DigiD app. The app reads the chip in the document through your phone's NFC reader. You need an iPhone 7 or newer, or a phone with Android 9.0 or newer. If your own phone has no NFC reader, you may use someone else's phone for the check itself. For newcomers there is one hard limit: the ID check works only with Dutch documents. Foreign passports, foreign identity cards and Dutch residence documents do not work, and a passport or identity card without a BSN on it does not work either. A Dutch driving licence does count, so after a licence exchange the ID check becomes available to you. Until then the app simply keeps working for every service that does not demand the check.
Requesting DigiD from abroad
DigiD always requires a BSN. If you have never lived in the Netherlands and have no BSN, you cannot get DigiD yet; it becomes possible once you arrive and register. People abroad who do have a BSN, for example after emigrating or through a registration in the RNI (the non-residents register), can apply from abroad. You need a valid passport or identity card, your BSN, a phone that can receive Dutch SMS messages abroad and an email address.
The application starts on the same digid.nl form. Instead of a letter you receive a collection code by SMS and email: 9 digits, starting with a B, valid for 30 days. Within those 30 days you collect your activation code in one of three ways: at a DigiD service desk abroad, at a desk in the Netherlands, or in a video call with Netherlands Worldwide. The desks abroad are at Dutch embassies and consulates-general in 14 cities, among them London, Paris, Berlin, Madrid, Bern, Washington, Bangkok and Sydney. In the Netherlands, a number of municipalities and a desk at Schiphol Airport do the same, and most desks require an appointment. Bring your passport or identity card, the collection code and the phone from your application. You then receive the activation code by SMS: 9 digits, starting with an A, valid for 21 days.
Video-call appointments are released every Friday at 9:00 and 14:00 Dutch time for the following week, and cancelled slots appear in between. You must show the original passport or identity card in the call; a copy is not accepted. If you receive a Dutch AOW pension (state old-age pension) abroad, there is a separate route through the SVB (Sociale Verzekeringsbank, the social insurance bank) that sends the activation code by letter to your foreign address.
Letting someone act for you: DigiD Machtigen
Never give anyone your DigiD username, password or app PIN, not even a family member who means well. Whoever logs in as you can see and change everything, and you will not know what they accepted in your name. The safe route is DigiD Machtigen (authorisation): you give a person or a company, for example a relative, social worker or tax adviser, permission for one specific service for a fixed period, such as a year. The helper then arranges only that matter and sees only that data, and you can revoke the authorisation at any time.
There are two ways to arrange it. If you can log in yourself, you request an authorisation code and give it to your helper. If you cannot manage it yourself, your helper applies for the code at machtigen.digid.nl, and the code goes by post to your home address. That postal step does not work from abroad or the Caribbean Netherlands. For the Belastingdienst, an authorised person can for example file your income tax return, request a filing extension or object to an assessment, and you choose how long the authorisation lasts, from one tax year to all tax years.
Common problems
The activation letter never arrives
Wait the full 5 working days first. That is DigiD's own maximum estimate, and delivery depends on the mail round in your region. Then check the address. The letter goes to the address where you are registered in the BRP. If you moved after applying, the letter went to your old address. When the letter is really lost, request a new activation code on digid.nl. That is possible once. If the second letter also fails to arrive, you must submit a new application. And if the underlying problem is that your registered address is wrong, correct it at the gemeente first, because every next letter will go to the same wrong place.
You have no registered address yet
Without a registration at a Dutch municipality there is no DigiD, so fix the registration first, not the login. If you are staying somewhere you could register but the landlord or host refuses, the address registration guide covers your options. If you have no permanent home at all, ask the gemeente for a briefadres (correspondence address): DigiD accepts a postal address registered with the municipality, as long as it is not a PO box or an empty address. Once the registration exists, your BSN and DigiD follow the normal route.
Your name or personal details are wrong
DigiD and the services behind it use the data in the BRP. Municipalities record that data, and organisations with a public function receive it from the register. So a name that was misspelled at your first registration appears at every DigiD login, from the Belastingdienst to your health insurer, and DigiD itself cannot correct it. Check your registered data free of charge in MijnOverheid or at the gemeente. If something is wrong, ask your gemeente to correct the register and bring documents that prove the correct data, such as your passport or birth certificate. After the correction, the organisations connected to the BRP work with the corrected data.
Locked out: blocked account, forgotten password or username, expired DigiD
- Too many wrong attempts: DigiD blocks the account temporarily. The login screen shows how long; wait that time and try again.
- Forgotten password, account activated: recover it on the username and password page via the DigiD app, via email plus SMS if you added them, or with a recovery letter by post.
- Forgotten password, account never activated: recovery is not possible. Apply for a new DigiD.
- Forgotten username: look it up in Mijn DigiD with an activated DigiD app, or request it with your BSN and password if your contact details are registered. Lost both username and password: apply for a new DigiD.
- DigiD not used for 3 years: the account has expired. Apply again.
Problems that only appear at Mijn Inburgering are a separate case.
