Staatsexamen NT2 for Naturalisation: When B1 or B2 Counts

A Staatsexamen NT2 diploma can be used for Dutch naturalisation. DUO says naturalisation normally requires the inburgeringsexamen at A2 level, or Staatsexamen Nederlands als tweede taal (NT2) at B1 or B2. In simple terms: if you passed all four parts of NT2 Programma I or Programma II and have the diploma, it can usually serve as your language/integration proof. It does not replace the rest of the naturalisation application.

• NT2 means Staatsexamen Nederlands als tweede taal: a state exam in Dutch as a second language.
• Programma I is comparable to B1. Programma II is comparable to B2.
• For naturalisation, the important proof is normally the full NT2 diploma, not only one passed component.
• DUO says you receive the NT2 diploma after passing all 4 components. If the last component was after 1 January 2021, DUO sends the diploma by post.
• If you passed all 4 components before 1 January 2021 and only have certificates, DUO says you can contact nt2@duo.nl to exchange them for a diploma.
• Take your proof to the municipality appointment. The IND page says the municipality discusses original evidence for naturalisation.

Use this table before your municipality appointment. It separates a full NT2 diploma from single certificates, because those are often confused.

The NT2 diploma helps with the language and civic-integration part. It does not decide your whole naturalisation case. The IND still checks whether you meet the other requirements for becoming Dutch.

• You normally apply at the municipality where you live.
• You must prove your identity and nationality with valid documents.
• You must meet the residence and residence-permit conditions that apply to your situation.
• The IND checks public-order and national-security rules.
• You may need to renounce your current nationality, unless an exception applies.
• You only become Dutch after the positive decision, Royal Decree, and required naturalisation ceremony.

For naturalisation, do not assume that one or two NT2 certificates are enough. The safer rule is: a full NT2 diploma is the clear proof. Single NT2 components can still matter if you are also doing inburgering. DUO says that if you already passed one or more NT2 language exams at the level in your PIP or higher, you do not have to repeat those language exams under Wet inburgering 2021. Under Wet inburgering 2013, you may need to apply for a vrijstelling for those parts.

Naturalisation from abroad has its own route. IND says you first have to pass the civic integration examination, also called the naturalisation test, either in the Netherlands or at a Dutch embassy or consulate abroad. DUO lists the exam parts for this route separately. If you already have an NT2 diploma and live outside the Netherlands, ask the Dutch representation or IND how they want to see your proof before you book another exam.

• Confusing one NT2 certificate with the full NT2 diploma.
• Bringing only a screenshot or informal email instead of official proof.
• Assuming the municipality makes the final IND decision. The municipality prepares and sends the application, but the IND decides.
• Waiting until the appointment to fix old pre-2021 certificates. Contact DUO earlier if you need a diploma.
• Thinking NT2 removes other naturalisation rules, such as residence, public order, documents, or the ceremony.

• Check whether you have the full NT2 Programma I or Programma II diploma.
• If you only have certificates, ask DUO whether you can get the diploma or an official extract.
• Read the IND naturalisation requirements before you book your municipality appointment.
• Bring original evidence where the municipality asks for it.
