Toeslagen in the Netherlands: the four monthly benefits, who qualifies in 2026, and how to check all four at once
The Netherlands pays four national benefits monthly: zorgtoeslag for health insurance, huurtoeslag for rent, kinderopvangtoeslag for childcare and kindgebonden budget for children under 18. Newcomers with lawful residence and a normal income often qualify for more than one. This overview gives each benefit's 2026 limits, explains the income-estimate system that causes repayment bills, and shows how to check all four in one sitting.

The Dutch government helps with four big monthly costs through toeslagen (benefits): zorgtoeslag (healthcare benefit) for the health insurance premium, huurtoeslag (rent benefit) for the rent, kinderopvangtoeslag (childcare benefit) for registered childcare, and kindgebonden budget (child budget) for the costs of children. Dienst Toeslagen, the benefits service of the tax administration, pays all four. Newcomers with lawful residence and a normal income often qualify for more than one. The amounts depend on your income and your household, and the income that counts is the one you estimate yourself. That estimate system is also the biggest risk: an outdated estimate ends in a repayment bill. This overview explains how the system works, what each toeslag requires in 2026, why kinderbijslag (child benefit) is a separate scheme from a separate agency, and how to check all four in one sitting with the proefberekening (trial calculation).
Which toeslagen can I get in the Netherlands?
There are four national toeslagen, all paid monthly by Dienst Toeslagen: zorgtoeslag (healthcare benefit), huurtoeslag (rent benefit), kinderopvangtoeslag (childcare benefit) and kindgebonden budget (child budget). You do not need Dutch nationality. Lawful residence, a BSN and a DigiD are the practical requirements. In 2026, zorgtoeslag is possible up to an income of €40,857 alone or €51,142 with a partner. Huurtoeslag has no single income limit; it depends on your rent, age and household. Kinderopvangtoeslag requires that you and your partner work or follow an approved programme, and it has no income cap at all. Kindgebonden budget usually starts automatically once you receive another toeslag. Check all four at once with the proefberekening on the Dienst Toeslagen website.
How toeslagen work: monthly payments based on an income you estimate
All four toeslagen work the same way. You apply once, and Dienst Toeslagen pays you every month, on the 20th. The monthly amount is provisional. It is based on the yearly income you estimate when you apply. After the year ends, Dienst Toeslagen learns your real income and makes the final calculation (definitieve berekening). If you received too much during the year, you must pay the difference back. A payment arrangement is often possible, but it is better to prevent the bill.
The income that counts is the toetsingsinkomen (means-tested income). It is roughly your gross yearly income, including holiday pay (vakantiegeld). The system counts on you to keep that estimate current. You must report a change within 4 weeks through Mijn Toeslagen, your personal benefits page. These changes all affect your benefit:
- Your income goes up or down, for example through a raise, a new job or losing work.
- Your rent changes, or you move house.
- Someone moves in with you or moves out, including a partner or an adult housemate.
- Your childcare changes: different hours, a different centre, or a child stops going.
- You leave the Netherlands.
Who can get toeslagen: lawful residence, BSN and the toeslagpartner
You do not need Dutch nationality for any toeslag. You need to live in the Netherlands lawfully: with Dutch or EU/EEA nationality, or with a valid residence permit. In practice you also need a BSN (citizen service number) and a DigiD, because applications run through Mijn Toeslagen and that portal is in Dutch only. Both come early in the arrival admin; the first 90 days checklist puts them in order. No DigiD yet? The Tax Information Line (BelastingTelefoon) can arrange an appointment at a tax office or a benefits service point, so you are not blocked from applying.
Toeslagen look at households, not individuals. If you have a spouse or registered partner, that person is your toeslagpartner (benefit partner). Someone else who lives at your address can also count as your toeslagpartner in some situations. Your partner's income and assets count together with yours in every calculation. For huurtoeslag, the income of other adult housemates (medebewoners) counts too. A partner without lawful residence can affect your own right; the common problems section covers that situation.
The four toeslagen compared
The table gives the short version. All limits change every 1 January; these are the 2026 figures, and the asset limits are measured on 1 January 2026.

Zorgtoeslag: help with the health insurance premium
Zorgtoeslag is a monthly contribution towards your mandatory Dutch health insurance. The conditions are short: you are 18 or older, you have Dutch health insurance, and your income and assets stay under the limits. For 2026 the income limit is €40,857 for a single person and €51,142 together with a toeslagpartner. Your assets on 1 January 2026 may be at most €146,011 alone, or €184,633 together. The lower your income, the higher the monthly amount; the proefberekening shows your own figure. Huurtoeslag: help with the rent
Huurtoeslag pays part of the rent of a self-contained home (zelfstandige woonruimte). You are 18 or older, you are registered at the address, you have a rental contract, and everyone in the household aged 18 or over lives in the Netherlands lawfully. There is no single income limit: how much you may earn depends on your rent, your age and your household. Assets on 1 January 2026 may be at most €38,479 alone or €76,958 with a toeslagpartner. From 2026 a high rent no longer rules you out automatically, but the benefit is still calculated on rent up to €932.93 per month (€498.20 if you are under 21). Kinderopvangtoeslag: the work requirement and registered childcare
Kinderopvangtoeslag pays back a large share of formal childcare costs. The conditions: you and your toeslagpartner both have paid work, or take part in a reintegration programme, a civic integration (inburgering) course or a training programme. Volunteer work does not count. You have a signed contract with the childcare organisation and you pay the costs yourself. The childcare must also be listed in the Landelijk Register Kinderopvang (LRK), the national childcare register. You only receive the benefit for childcare in that register, so check the LRK number before you sign the childcare contract.
The amount works differently from the other three toeslagen. There is no income cap that cuts you off; even high incomes keep a reduced percentage. You get a percentage of the costs back, up to a maximum hourly rate. For 2026 those rates are €11.23 for day care (dagopvang), €9.98 for after-school care (buitenschoolse opvang) and €8.49 for childminder care (gastouderopvang). Families with a joint income up to €56,413 get the highest reimbursement, 96%, and the percentage falls as income rises. The benefit covers at most 230 hours per child per month. One deadline is strict: apply within 3 months after the month in which your child first goes to the childcare.
Kindgebonden budget: extra money for children under 18, usually automatic
Kindgebonden budget is a monthly contribution towards the costs of children under 18. It is tied to kinderbijslag: the parent who has kinderbijslag registered in their name at the SVB is the one with the right to kindgebonden budget. Your income and assets must not be too high. The 2026 asset limits are the same as for zorgtoeslag: €146,011 alone and €184,633 together, measured on 1 January. In most cases you do not apply for this one. If you already receive zorgtoeslag, huurtoeslag or kinderopvangtoeslag, Dienst Toeslagen checks your right automatically and notifies you when you qualify. If you receive no other toeslag, you must apply yourself; the common problems section explains that trap.
Kinderbijslag is not a toeslag: quarterly money from the SVB
The names look alike, but kinderbijslag (child benefit) is a separate scheme from a separate agency. It does not come from Dienst Toeslagen but from the SVB (Sociale Verzekeringsbank), and it is paid per quarter, not per month: in January, April, July and October, after each quarter ends. The amount is fixed and depends on your child's age, not on your income. You apply for it at the SVB; applying for child benefit on Government.nl explains how. Kinderbijslag also matters for your toeslagen: kindgebonden budget follows the parent who has kinderbijslag in their name. For families the practical order is BSN first, then kinderbijslag at the SVB, then the toeslagen at Dienst Toeslagen.
Check all four with the proefberekening, then apply on Mijn Toeslagen
Run the proefberekening before you apply. This calculator on the Dienst Toeslagen website covers all four toeslagen in one go. You enter your income estimate, your rent, your childcare costs and your household, and it shows the amount per benefit. The check is free and does not commit you to anything. Because the same income estimate feeds all four calculations, one sitting shows your complete picture, including the benefits where your income is too high.
Applying itself runs through Mijn Toeslagen with your DigiD, one benefit at a time. There is no rush for three of the four: you can apply for zorgtoeslag, huurtoeslag and kindgebonden budget for a past year until 31 December of the following year, so a right over 2025 can still be claimed until 31 December 2026. Kinderopvangtoeslag is the exception with its 3-month rule. Once an application is approved, the money arrives monthly on the 20th.
Common problems
Your income rises during the year and creates a repayment bill
Toeslagen run on the income you estimated, and the final calculation uses your real income. A worked example with zorgtoeslag: you are single and estimated €38,000 for 2026, so you receive the benefit every month. In July you get a raise, and your real income for the year ends at €42,000. That is above the 2026 limit of €40,857, so your right to zorgtoeslag for the whole year lapses. At the final calculation, Dienst Toeslagen asks the full year of payments back. The way to prevent this: report the new income through Mijn Toeslagen within 4 weeks. The monthly payments then stop or go down, and the final bill stays small. If a repayment does land, a payment arrangement is often possible. Remember that holiday pay counts toward your income, so include it in the estimate; the employment contracts guide explains vakantiegeld and the other salary parts.
Your partner has no residence permit yet, or lives abroad
Toeslagen judge the whole household, so your partner's residence status can decide your own right. For huurtoeslag the rule is explicit: you only receive it if your toeslagpartner has a valid residence permit, and adult housemates must live in the Netherlands lawfully too. There are two exceptions: your partner is still waiting for the decision on a residence-permit application, or your partner has objected or appealed against a rejection and may await the outcome in the Netherlands. In those situations you can still receive the benefit. For kinderopvangtoeslag with a partner outside the EU, Norway, Iceland, Liechtenstein or Switzerland, a separate rule applies since 4 March 2022: you can get the benefit only if both you and your partner meet the work-or-programme conditions. If your partner's permit application is still running, do not assume you have no right. Check your situation with Dienst Toeslagen before you decide not to apply.
A change goes unreported and the benefit keeps running
Dienst Toeslagen only knows what you report, and changes must be reported within 4 weeks. Three examples that go wrong often. An adult housemate moves in, and their income starts counting toward your huurtoeslag. Your child stops going to childcare, but the kinderopvangtoeslag keeps arriving every month. You leave the Netherlands, and every toeslag has to stop. In each case the money keeps arriving until you report, and every extra month increases the amount the final calculation takes back. The habit that prevents it: when anything changes in your income, home, household or childcare, open Mijn Toeslagen the same week and pass it on.
You expect kindgebonden budget, but nothing arrives
Kindgebonden budget is granted automatically in most cases, but not in all of them. The automatic check only runs when you already receive zorgtoeslag, huurtoeslag or kinderopvangtoeslag. If you receive none of those, nothing happens by itself, and you must apply through Mijn Toeslagen yourself. The other dependency involves the SVB: the right follows the parent who has kinderbijslag registered in their name, so arrange kinderbijslag first. The order for families: kinderbijslag at the SVB, then your other toeslagen, then watch for the kindgebonden budget notice and apply yourself if it does not come.
