A2 vs B1 Dutch: Which Level Do You Need for Inburgering?

A2 and B1 are not just school labels. For inburgering, the level you need depends first on your official integration obligation, called inburgeringsplicht. If your obligation started before 1 January 2022, A2 is often the minimum under Wet inburgering 2013. If it started on or after 1 January 2022, B1 is normally the standard under Wet inburgering 2021, unless your PIP says something different.
Direct Answer: A2 or B1?
Use A2 as your legal target only if your DUO file, PIP or IND situation says A2 is enough. Under Wet inburgering 2013, many people complete A2 language exams. Under Wet inburgering 2021, the normal target in the B1-route is B1, with possible downscaling to A2 only after serious effort and a municipality decision. For daily life, work and study, B1 is much more useful than A2.

Which Law Decides Your Level?
The most common mistake is using your arrival date instead of your official start date. DUO says you can see when you became inburgeringsplichtig in Mijn Inburgering. Under Wi2021, your gemeente also makes a PIP, the personal integration and participation plan, which says which route and exams apply.
- Wet inburgering 2013: if your obligation started before 1 January 2022, you often need A2 or higher, plus the knowledge exams shown in Mijn Inburgering.
- Wet inburgering 2021: if your obligation started on or after 1 January 2022, your PIP decides your route. The B1-route normally means B1 language exams, KNM, MAP and PVT.
- Z-route: this is for people for whom the B1-route or onderwijsroute is too difficult. The route focuses on self-reliance, participation and practical Dutch, with different exam rules.
- Naturalisation: DUO says you normally need A2 inburgeringsexamen, or Staatsexamen NT2 at B1 or B2. Always check your municipality and IND situation before applying.
What Is the Real-Life Difference?
At A2, you can survive many simple moments: introduce yourself, make an appointment, read a short message from school, ask a basic question at the pharmacy, or write a short note. You still need people to speak clearly and keep the topic familiar.
At B1, you become less dependent on scripts. You can follow the main point of clear information, explain what happened, give a simple reason for your opinion, write a connected message and handle many practical situations without switching to English or using a translation app every minute.
What if B1 Is Too Hard?
If you are in the Wi2021 B1-route, do not decide alone that you will switch to A2. DUO says that if you have followed at least 600 hours of Dutch lessons and B1 still is not realistic, you should discuss with the gemeente whether downscaling to A2 is possible. The decision should be written into your PIP.
In practice, keep evidence: lesson hours, attendance, progress reports, exam attempts, teacher advice and messages from the municipality. These details help show that you tried seriously and that the question is about a realistic route, not motivation.
When Should You Aim Higher Than A2?
A2 can be enough on paper, but it may feel weak in real life. Aim for B1 if you can do it without risking your deadline, health or family situation.
- You want to work or volunteer in Dutch.
- You need to speak with school, childcare, doctors, housing organisations or your municipality without help.
- You may later apply to an mbo programme, where Staatsexamen NT2 Programma I can be useful.
- You already passed some A2 parts and want a stronger language base before naturalisation.
- You feel stuck between memorising exam answers and actually using Dutch.
