MAP, ONA and PVT Inburgering: Which One Do You Need?

MAP, ONA and PVT are not three names for the same exam. MAP is the municipality-run Module Arbeidsmarkt en Participatie under Wet inburgering 2021. ONA is the older labour-market orientation exam for many Wet inburgering 2013 and voluntary-integration cases. PVT is the participatieverklaringstraject, where you learn about Dutch core values and sign the participation declaration.

• Check your law first. DUO says the exams you need depend on whether you integrate under Wet inburgering 2013 or Wet inburgering 2021.
• MAP belongs to Wet inburgering 2021. Your PIP and Mijn Inburgering show whether you must do MAP, and your gemeente arranges it.
• ONA usually belongs to Wet inburgering 2013 or voluntary integration. It uses a portfolio and either a 64-hour ONA course or a final interview.
• PVT is separate from both MAP and ONA. It is about Dutch core values and signing the participation declaration.
• Do not book everything through DUO. MAP and PVT go through the gemeente. ONA is arranged through Mijn Inburgering or DUO forms.
• Costs and fines differ. As of May 2026, DUO lists MAP and Wi2021 PVT as free, ONA as EUR 40, and late PVT/MAP fines as EUR 340.

The fastest way to avoid confusion is to separate the task, the law and the organisation that handles it.

MAP means Module Arbeidsmarkt en Participatie. DUO describes it as a module about work, job search and participation in the Netherlands. It has two parts: an arbeidsmarkt part and a participatie part.

In the labour-market part, you learn about suitable jobs, vacancies and applying for work. In the participation part, you do practical assignments, such as volunteering, an internship or paid work. The exact programme can differ by municipality because your gemeente connects MAP to your PIP.

ONA means Oriëntatie op de Nederlandse Arbeidsmarkt. DUO says you do ONA only if you integrate under Wet inburgering 2013 or if you integrate voluntarily. It is about work and job search, but it is not the same route as MAP.

ONA has two parts. First you make assignments with eight resultaatkaarten, or result cards, and supporting evidence. Together these form the portfolio. After the portfolio is approved, you complete the second part: either a 64-hour ONA course at an approved school or a final interview with DUO about your portfolio.

PVT means participatieverklaringstraject. It is not a labour-market exam. The gemeente invites you to learn about Dutch core values, such as equality, freedom of belief and freedom of expression, and then you sign the participation declaration.

Under Wet inburgering 2021, DUO says you have three years to sign the participation declaration. Under Wet inburgering 2013, people who became inburgeringsplichtig on or after 1 October 2017 usually had to complete PVT within one year from municipal registration. If PVT appears in your file, handle it with the gemeente, not as a DUO computer exam.

As of May 2026, DUO lists MAP as free because you do it with the gemeente. DUO lists ONA as EUR 40. For PVT, DUO lists Wi2021 PVT as free; under Wi2013, PVT is free for asylum status holders but costs EUR 150 for non-asylum-status holders.

Being late can still cost money. DUO's fine page lists a EUR 340 fine for not completing PVT on time and a EUR 340 fine for not completing MAP on time. If you think the delay is not your fault, contact the gemeente or DUO early and keep evidence of messages, appointments and delays.

• Log in to Mijn Inburgering and check whether your file says Wet inburgering 2013 or Wet inburgering 2021.
• Read your PIP if you have one. Under Wi2021, MAP and your route should be written there.
• If MAP or PVT is unclear, contact your gemeente because those tasks are arranged locally.
• If ONA is listed, check whether you need the portfolio route, a 64-hour ONA course, a final interview or a possible exemption.
• Keep copies of letters, emails, appointment invitations and proof of completed activities.
