PVT Inburgering: Who Needs It and What to Do

PVT means participatieverklaringstraject, the participation declaration process. If you became inburgeringsplichtig on or after 1 October 2017 and are registered with a gemeente, you normally complete PVT through your municipality. You learn about core Dutch values, then sign a participatieverklaring saying that you want to participate in Dutch society and respect those values.

• PVT is not a computer exam. It is a municipality programme that ends with signing the participation declaration.
• Your gemeente is responsible. The municipality sends the invitation, explains the programme, and reports your signed declaration to DUO.
• The status is not instant. DUO says it takes about 3 weeks before Mijn Inburgering shows that you signed.
• Deadline depends on your law. Under Wet inburgering 2021 you have 3 years. Under Wet inburgering 2013 you have 1 year from municipal registration.
• Late PVT can lead to a fine. DUO lists a EUR 340 fine if you do not complete PVT on time and the delay is your fault.

The official DUO wording is practical: if you became inburgeringsplichtig on or after 1 October 2017 and you are registered with a municipality, you must sign the participatieverklaring. PVT can apply under both the older Wet inburgering 2013 and the newer Wet inburgering 2021.

Your gemeente explains how the local PVT works. DUO says the programme teaches what is important in the Netherlands, such as equality, freedom to choose what you believe, freedom to express your opinion, and the rule that discrimination is not allowed. Under the 2021 rules, the PVT includes an introduction to Dutch core values and signing the declaration; the legal notes also describe at least 12 hours and at least one practical activity or excursion.

The exact format can differ by municipality. It may be a workshop, a group session, local information meetings, an activity, or another guided programme. The important result is the signed participatieverklaring. After you sign, the municipality sends this information to DUO.

• Wet inburgering 2021: you have 3 years to sign the participation declaration. DUO lists PVT as free under this law.
• Wet inburgering 2013: you have 1 year from the date you are registered with the municipality. PVT is free for asylum status holders and EUR 150 for other integrators.
• Late completion: if you are late and it is your fault, DUO can fine you EUR 340. Under the 2013 law, DUO also says you can lose access to borrowing.
• Not your fault? Contact your gemeente as soon as possible. DUO says the municipality may give extra time if you are late for a reason outside your control.

DUO tells candidates to contact the municipality where they are registered if no PVT letter arrives. Do this early, especially under the 2013 law where the PVT deadline is only 1 year. Keep copies of messages, appointment confirmations, and any proof that you tried to arrange the programme.
