Inburgering for Permanent Residence: Which Proof Does the IND Need?

If you apply for a stronger residence permit in the Netherlands, the IND usually wants proof that you meet the civic integration requirement. For many people this means an inburgeringsdiploma from the Dutch civic integration exam at at least A2 level. Some people can use a civic integration certificate, an exemption, a dispensation, or DUO advice instead. Passing inburgering does not automatically give you permanent residence: the IND still checks your residence history, permit type, income, documents, and public-order situation.

• The inburgering requirement can apply when you ask for a regular permanent residence permit, permanent asylum residence, EU long-term resident status, or a humanitarian non-temporary residence permit.
• The IND says you usually need a civic integration diploma. For a regular permanent residence permit, the IND describes this as passing the civic integration exam at at least A2 level, unless you are exempt.
• The IND, not DUO, decides whether your proof is enough for the residence application. The IND integration requirement is separate from the general inburgeringsplicht in the Netherlands.
• A Z-route certificate or civic integration certificate under the Wet inburgering 2021 can matter for stronger residence, but you should check the exact evidence requested in your IND application.
• Do not assume that every Dutch-language diploma solves the residence requirement. The IND appendix warns that an MBO level 1 diploma or an NT2 diploma does not count as an exemption from the civic integration requirement.

People often use the phrase permanent residence for several different IND routes. The inburgering proof is important, but the permit route changes the rest of the requirements.

• Inburgeringsdiploma: the main proof that you passed the civic integration exam. If you already passed, read how to find your diploma in the diploma and uittreksel guide.
• Civic integration certificate or Z-route certificate: under the Wet inburgering 2021 this can be relevant for stronger residence. Check whether the IND asks for the certificate, a copy, or another document.
• Exemption or dispensation: possible in specific cases such as age, Belgian or Luxembourg nationality, long school-age residence in the Netherlands, certain diplomas, medical reasons, sufficient integration, demonstrable effort, or particular individual circumstances.
• DUO advice: if the exam is genuinely too difficult, DUO may issue advice based on demonstrable effort. DUO lists strict conditions, such as course hours, an approved school, exam attempts, or a literacy route.
• Medical evidence: if illness or disability is the reason, use the IND appendix and the current medical assessment route. Do not rely on a doctor's note alone unless the IND form says it is enough.

• Start on the IND page for your permit type: regular permanent residence, EU long-term resident, permanent asylum residence, or humanitarian non-temporary.
• Check whether the IND asks for the integration appendix, a diploma copy, a civic integration certificate, or evidence for exemption or dispensation.
• If you have an inburgeringsdiploma, use the digital version digitally when possible. A print of a digital diploma is not the same thing as the digital document.
• If you ask for an exemption, collect the exact documents named by the IND appendix. Certified copies are often needed for diplomas and certificates, but a copy of the civic integration exam diploma does not have to be certified.
• Apply before your current permit expires. For permanent residence routes, the IND says you can usually apply from 3 months before the end of your current permit; if you have already lived in the Netherlands with a residence permit for more than 5 years, you may be able to choose when to apply.

• Thinking that passing inburgering automatically gives permanent residence. It does not; it only helps with one requirement.
• Confusing the inburgeringsplicht with the IND integration requirement. DUO manages the civic integration obligation; the IND assesses residence applications.
• Assuming an NT2 diploma or one passed NT2 component is always enough. For residence-permit exemption, check the IND appendix before relying on it.
• Sending original diplomas by post when the IND asks for certified copies or copies. Keep originals safe unless you show them at a desk appointment.
• Waiting until the last week of your current permit. Missing documents can delay the decision period.
