Work rights by Dutch residence permit: check your card
Use your residence status, card endorsement and any employer permit to check whether you may work in the Netherlands.

Can I work in the Netherlands?
EU, EEA and Swiss citizens may work without a Dutch work permit. The same is true for holders of a valid Article 50 Withdrawal Agreement document and non-EU family members whose EU-family document gives free access. Everyone else should read the labour-market endorsement on the back of their residence document. If it says a TWV is required, the employer must obtain that work permit before you start. If you have a GVVA, both the residence card and its additional document must allow the job. Never rely on a BSN, job offer or pending application alone.
Your residence status creates the right; the card, an IND letter or a residence endorsement sticker proves it. Losing the card does not by itself cancel your status, but an employer still needs acceptable proof. The wording and the permit's expiry date matter together.

A valid passport or identity card is enough to show the nationality of an EU, EEA or Swiss citizen. British newcomers usually follow the normal post-Brexit permit routes, but people protected by the Withdrawal Agreement have an Article 50 document that allows unrestricted work. A non-EU family member exercising EU free-movement rights should rely on the wording of their EU-family document, not on the sponsor's nationality alone.
Read the card and every document that belongs to it
On a Dutch residence card, the back lists the purpose of stay and an arbeidsmarktaantekening (labour-market endorsement). A GVVA (gecombineerde vergunning voor verblijf en arbeid, single permit for residence and work) also has an additional document naming the employer and conditions. A positive IND letter or residence endorsement sticker can sometimes serve as temporary proof; use the exact work wording printed on it.

Do not read an endorsement without its context. Permission ends when the underlying status ends, and a GVVA can limit work to the employer named in the additional document. A regulated profession may also require professional registration or recognition; that is separate from immigration permission.
TWV and GVVA are different employer routes
A TWV (tewerkstellingsvergunning, work permit) is tied to a worker, employer and job. Only the employer applies to UWV. It is used, among other situations, for students, eligible asylum applicants, work of up to 90 days and some people who already have Dutch residence. The employer must meet the route's conditions, including correct pay. You cannot transfer a TWV to a new employer or start before it is granted.
A GVVA generally combines residence and work for a non-EU employee who will live and work in the Netherlands for more than 90 days, but permit-category exceptions remain. The employer or worker can apply in many cases, although an employer-led application is recommended or required for some routes. You may start only after receiving the residence document and the additional document. A new employer normally needs a new application, and you wait until the new documents permit that job.
Rules for common residence permits
Partner and family permits
A partner of a Dutch citizen works freely. Free access also applies when the sponsor is a highly skilled migrant, EU Blue Card holder, intra-corporate transferee, Directive researcher or essential start-up employee. A partner of a self-employed permit holder may work freely, including as self-employed. If the sponsor has a GVVA, the partner's employer needs a TWV. If the sponsor has a study permit, the partner may not work. Your own card is decisive, and its end date often follows the sponsor's permit.
Highly skilled migrants
A kennismigrant (highly skilled migrant) works for an IND-recognised sponsor and must keep meeting the salary and market-rate requirements. The endorsement also allows self-employment; work for another employer needs a TWV. After job loss, the search period is normally at most 3 months. For a contract ending on or after 22 May 2026, it can be at most 6 months if you had held this permit for at least 2 years; the 6-month maximum can also apply to a recognised victim of labour exploitation. It never runs beyond the permit expiry date. A new job must still meet the sponsor and salary rules, and the sponsors must report the change.
Students and the orientation year
A student must choose one employee-work arrangement: no more than 16 hours a week throughout the year, or full-time only in June, July and August. The employer first obtains a TWV. A curriculum internship needs no TWV when the required internship agreement is in place. Self-employed work has no immigration hour limit and needs no TWV, but you must keep meeting the study-progress rules and handle KVK registration, tax and any insurance consequences.
The zoekjaar (orientation year) gives free employee and self-employed access for 1 year and cannot be extended. Eligibility can arise within 3 years after specified Dutch study or research. A foreign qualification route is narrower: it concerns certain master's, doctoral or post-master's programmes at a designated institution ranked in the top 200 by at least 2 of the 3 listed ranking publishers, plus language and Nuffic-evaluation conditions. Graduation alone does not change student work rights. While an application is pending, work freely only if the IND says your situation qualifies and a residence endorsement sticker confirms it.
Asylum applicants and status holders
An asylum applicant does not gain work access automatically after 6 months. The employer needs a TWV and the IND must confirm that the applicant is eligible. For older applications, proof can include a valid W-document. People who apply on or after 12 June 2026 no longer receive a new W-document; the IND receipt confirmation states their residence and work position. Access can be barred for specified grounds, including some safe-country, false-statement, responsibility-of-another-EU-state and public-order cases. When work is allowed, normal pay applies and there is no annual limit on weeks worked. As of August 2026, the 6-month wait still applies.
A person with a valid asylum residence permit may work freely and be self-employed without a TWV. If a renewal was submitted on time, work can continue while the decision is pending, but the worker and employer should keep the IND confirmation or other current proof. Do not apply the asylum-applicant TWV rules to a status holder.
Temporary protection for Ukraine
People currently covered by the EU Temporary Protection Directive may take paid employment without a TWV through 4 March 2028. They need an employment contract and valid IND proof; the employer notifies UWV at least 2 working days before the start. The exemption does not automatically cover self-employment, which needs separate authorisation. Most non-Ukrainians who only held a temporary Ukrainian residence permit lost temporary-protection rights on 4 September 2025, unless an appeal or another lawful basis preserves their position. Check the current IND decision, not only the fact that someone fled Ukraine.
Self-employment, volunteering and internships
Free-work, permanent, orientation-year and valid asylum permits generally allow self-employment. Highly skilled migrants and students may also work for themselves under their permit-specific conditions. An asylum applicant needs a TWV held by the client, and temporary protection for Ukraine does not give a blanket self-employed exemption. If no current status authorises the activity, a self-employed residence permit or another route may be needed. KVK registration never creates immigration permission.
Separate exemptions may cover unpaid volunteering or a curriculum internship even when ordinary employee work is restricted. An organisation hosting an asylum applicant as a volunteer needs a UWV volunteer declaration. Dutch vocational and higher-education internships need the required school, host and student agreement. Under temporary protection, volunteering and internships also have their own paperwork. Confirm the exact exception before starting; calling paid work 'volunteering' does not change the law.
Job changes, expiry and missing proof

Pending and extension rights are route-specific. The IND allows continued highly skilled migrant work in qualifying extensions, continued GVVA work for the same employer and job under its extension conditions, and continued work after a timely asylum-permit renewal. A change-of-purpose application does not automatically authorise the future job. If the card expires, use the IND decision, receipt or residence endorsement sticker that states what is allowed.
What the employer must check
Before work starts, the employer checks the original identity and work-right documents and, where relevant, the TWV or GVVA additional document. A BSN is only an administrative number. As of August 2026, the standard business fine under the Foreign Nationals Employment Act is €6,000 per illegally employed person; it can be adjusted up to €11,250 according to seriousness and culpability, with increases for repeat offences. A careful document check protects both sides.
What to do before your first shift
Read the back of the current card and note its expiry date. Match the wording to the correct IND or UWV route. Give the employer the official page and every additional document early enough for an application or check. If the card, letter and your current situation do not match, ask the IND for confirmation or a residence endorsement sticker. Do not start on the strength of a contract, BSN or verbal promise alone.
